Lynch served as special counsel to the Secretary of the Navy and was executive secretary to the U.S. delegation that negotiated the 1972 Incidents at Sea Agreement with the Soviet Navy.

Midway through his Navy career, he earned an LL.M. in Public International Law at George Washington Law School. He taught as an adjunct professor at the University of San Diego Law School and taught a commercial bar review course before coming to California Western School of Law in 1978. Lynch coached the interscholastic National Moot Court Team for ten years, taught a bar preparation course at the law school for ten years, and tutored individuals for the bar for six years. He continues to travel the country recruiting students and hosting alumni events.
